In order to answer this question, I must ask you a question, are you trying lose or put on weight? If the answer is put on weight, then consume your protein powder with milk. In order to put on weight, you must consume more calories than you burn. Milk contains a lot of calories where as water contains no calories. Milk is your best option here. You can add some extra calories by making a real protein milk shake. Simply add:

I can’t begin to tell you the number of bananas I’ve consumed with my protein shakes and they tasted epic! The milk will also help build muscle and increase your recovery time, decreasing soreness. If you’re goal is to lose weight and you’re trying to get your calories as low as possible, go with water. Water contains 0 calories and your protein shake will still taste pretty good. How do you use protein powder with milk or water? Simply take a scoop(s) of your protein powder and put it into a container. Go ahead and shake it, and boom! You’ve made a protein shake.
